The formulation of your kajal is also an important factor apart from oily skin, if it has a tendency to bleed into the skin then it will. Most traditional kajals do smudge due to the camphor oil, I even picked one when I was in Istanbul and even that smudged on me. Most kohl pencils too smudge on me due to my oily skin. You need to invest in one that sets and stays put despite skin type and weather, although they do go up in price. One trick that you can do is to powder your lids with some mattifying powder and then apply the kajal. It is not a fool proof trick but it does reduce the amount of smudging and bleeding.
